   An act to amend Section 22959.5 of the Government Code, relating
to vision care.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 235, as amended, Negrete McLeod. Vision care: annuitants:
California State University.
   The Vision Care Program for State Annuitants, administered by the
Department of Personnel Administration, provides vision care coverage
to specified state annuitants and their dependents, as contracted
for by the department. Annuitants of the California State University
and University of California systems are prohibited from
participating in the program.
   This bill would allow annuitants of the California State
University system to participate in the Vision Care Program for State
Annuitants.  The bill would require the Trustees of the
California State University to administer the program for all
participating annuitants of that   institution   .

   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 22959.5 of the Government Code is amended to
read:
   22959.5.  (a) A person who was enrolled in a vision care plan at
the time he or she became an annuitant under state or federal
provisions, may continue his or her enrollment, including eligible
family members, without discrimination as to benefit coverage as an
enrolled person within this program. An annuitant who is eligible for
this program is a person who meets the requirements of Section
22959.4 and at the time of retirement was employed with the state as
one of the following:
   (1) A civil service employee of the state.
   (2) An elected Member of the Legislature.
   (3) A legislative employee.
   (4) A constitutional officer.
   (5) An employee of the judicial branch of state government.
   (6) An employee of the California State University. 
   (b) The Trustees of the California State University shall
administer this program for all participating annuitants of the
California State University.

may not participate in this program.
