To the Members of the California State Senate:

I am returning Senate Bill 1022 without my signature.

This measure is unnecessary given that current law already provides
the ability for the removal of names from the Child Abuse Central
Index.  In addition, this bill would impose additional General Fund
costs on state government during a time of significant General Fund
program reductions.

For these reasons, I am unable to sign this bill.
