To the Members of the California State Assembly:

I am returning Assembly Bill 15 without my signature.

This measure is nearly identical to Assembly Bill 806, which I vetoed
last year, and would require a court to advise a defendant prior to
the entry of a guilty plea or plea of nolo contendere of possible
federal penalties associated with a future prosecution if the person
is deported and if the person subsequently reenters the country
illegally.  While a criminal defendant must be correctly informed
about the direct consequences of a plea, this measure goes too far in
advising a criminal defendant about the consequences of future
criminality.

For this reason, I am unable to sign this bill.
