           SUMMARY  

          This measure designates, as the "John Sanford Todd Memorial  
          Highway," the segment of State Route 605 between Carson Street  
          and Del Amo Boulevard in Los Angeles County.

           FISCAL EFFECT  

          Minor costs to Caltrans to make and erect appropriate signs;  
          these costs are covered by donations.  (State Highway Account.)

           COMMENTS  

           Purpose  . This measure honors John Sanford Todd, who developed  
          the "Lakewood Plan" that became a statewide model for municipal  
          establishment, and who subsequently served as the Lakewood City  
          Attorney for 50 years.  Mr. Todd died in August 2008 at the age  
          of 89.
