SENATE TRANSPORTATION & HOUSING COMMITTEE BILL NO: ACR 33
SENATOR ALAN LOWENTHAL, CHAIRMAN AUTHOR: jeffries
                                                         VERSION: 4/30/09
Analysis by: Carrie Cornwell FISCAL: yes
          Hearing date: July 7, 2009

          SUBJECT:

          Deputy Kent Hintergardt Memorial Highway

          DESCRIPTION:

This resolution designates a segment of State Highway Route (SR)
15 in Riverside County as the "Deputy Kent Hintergardt Memorial
          Highway."

          ANALYSIS:

The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
          criteria:

The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
            is located.
The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
The author or co-author of the resolution must represent the
district in which the facility is located and the resolution
must identify the specific highway segment or structure being
            named.
The proposed designation must reflect a community consensus
            and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
            designation.

This resolution designates the 4.3 mile portion of SR 15 from
the SR 215 interchange to the South SR 79 exit in the City of
Temecula as the Deputy Kent Hintergardt Memorial Highway. The
resolution further requests the Department of Transportation
(Caltrans) to erect appropriate signs upon receiving donations
from non-state sources to cover the costs.

          COMMENTS:

1.Purpose . The author introduced this resolution to honor the
memory of Deputy Kent Hintergardt, who died in the line of
            duty.

2.Deputy Kent Hintergardt's contributions . Born in Whittier in
1959, Kent Alan Hintergardt's childhood dream was to serve as
a sheriff's deputy. He graduated from California High School
in Whittier, received a degree in police science from Rio
Hondo College, and then worked for ten years for Vons grocery
store prior to entering the Los Angeles County Sheriff's
Academy in 1989. In 1991, he joined the Riverside County
Sheriff's Department and was eventually assigned to the City
of Temecula, where he served only a few months. On Mother's
Day 1993, while responding to a domestic violence call in
Temecula, he was killed in the line of duty.

Deputy Hintergardt is survived by his wife Linda, daughter
Marissa, and daughter Kena, who was born seven months after
            her father's death.

3.Consistent with committee's policy . This resolution is
consistent with all the provisions of the committee's policy
            on highway designations.
