Highway
DESCRIPTION:
This resolution designates a portion of State Route (SR) 710 in
Los Angeles County as the Los Angeles County Deputy Sheriff
Maria Cecilia Rosa Memorial Highway.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
is located.
The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
The author or co-author of the resolution must represent the
district in which the facility is located and the resolution
must identify the specific highway segment or structure being
named.
The proposed designation must reflect a community consensus
and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior

designation.
This resolution designates the segment of SR 710 at the Willow
Street East Exit in Long Beach as the Los Angeles County Deputy
Sheriff Maria Cecilia Rosa Memorial Highway. The resolution
further requests the Department of Transportation to erect
appropriate signs upon receiving donations from non-state
sources to cover the costs.
COMMENTS:
1.Purpose of the resolution . By naming a portion of SR 710 for
Deputy Rosa, this resolution seeks to memorialize Deputy
Rosa's service to the people of Los Angeles County.
2.Deputy Rosa's contributions . Deputy Maria Cecilia Rosa joined
the Los Angeles County Sheriff's Department in 2000 and served
at the Inmate Reception Center at Men's Central Jail. She was
loaned to the Homicide Bureau for six months in 2005 and
participated in numerous sting operations with the Major
Crimes Bureau. She also participated in the department's
Child Mentoring Program. During her tenure with the
department, Deputy Rosa received numerous outstanding
evaluations and was described by her supervisors as "a self
starter" and an "outstanding Training Officer" with an
"attitude and performance second to none," who is "fair and
courteous to all" and has "wonderful sense of humor with an
electric smile."
Early in the morning of March 28, 2006, Deputy Rosa was in
civilian clothes loading the trunk of her car to go to work at
the Inmate Reception Center when she was accosted by two
robbers. She reached into her trunk for her service weapon,
but it jammed as she pointed it. The robbers fired two shots
at Deputy Rosa and fled the scene. Deputy Rosa was found by a
newspaper delivery person and later passed away at the
hospital from her injuries.
3.Consistent with committee's policy . This resolution is
consistent with all the provisions of the committee's policy
on highway designations.
4.Technical amendments . The resolution names a beginning point
for the segment of highway to be named in honor of Deputy Rosa

but no end point. The author intends to propose amendments to
designate the segment of SR 710 from Wardlow Road to the
Pacific Coast Highway as follows:
On page 2, lines 21-22 strike "at the Willow Street East
Exit in the City of Long Beach be" and insert "from Wardlow
Road to the Pacific Coast Highway in the City of Long
Beach"
