CONCURRENCE IN SENATE AMENDMENTS

SUMMARY : Designates a location on State Route (SR) 710 as the Los
Angeles County Deputy Sheriff Maria Cecilia Rosa Memorial Highway.
The Senate amendments specify the precise boundaries (Wardlow Road
to Pacific Coast Highway in Long Beach) of the segment to be
designated as a memorial highway.
EXISTING LAW : Assigns the Department of Transportation (Caltrans)
the responsibility to operate and maintain state highways. This
includes the installation and maintenance of highway signs.
AS PASSED BY THE ASSEMBLY , this bill:
1)Recounted the life and career of Maria Cecilia Rosa, a Los Angeles
County Deputy Sheriff who was killed in the line of duty.
2)Designated SR 710 at the Willow Street East Exit in the City of
Long Beach as the Los Angeles County Deputy Sheriff Maria Cecilia
Rosa Memorial Highway.
3)Requested Caltrans to determine the cost of appropriate signs,
consistent with the signing requirements for the state highway
system, showing this special designation; and, upon receiving
donations from nonstate sources sufficient to cover that cost, to
erect those signs.
FISCAL EFFECT : According to the Assembly Appropriations Committee,
there will be minor costs to Caltrans to make and erect appropriate
signs; these costs are covered by donations.
COMMENTS : Maria Cecilia Rosa committed her life to her family and
friends, and to the safety of Los Angeles County's residents.

"Ceci" was proud of having graduated from the Sheriff's Academy,
where she overcame injuries and physical challenges, always saying
"I will not quit."
Serving in Inmate Reception, Line Processing, Logistics and
Non-Compliance, Deputy Rosa willingly accepted the hazardous work,
serious responsibility, and strong commitment necessary to fulfill
her duties during her six years as a law enforcement officer. She
was a resident of the City of Long Beach and was deeply committed to
education. At the time of Deputy Rosa's death, she was due to
graduate from the California State University, Long Beach, with her
Bachelor's degree.
On March 28, 2006, at the age of 30, Deputy Maria Cecilia Rosa of
the Los Angeles County Sheriff's Department was killed in the line
of duty in the City of Long Beach.
