                             ASSEMBLY COMMITTEE ON RULES
                                 Ted W. Lieu, Chair
                    ACR 38 (Duvall) - As Amended: March 27, 2009

SUBJECT : Financial Aid and Literacy Month.

SUMMARY : Declares the month of April 2009 as Financial Aid and
Literacy Month in order to raise public awareness about the need
for increased financial literacy; and, encourages legislators
and numerous other entities to provide opportunities for
financial literacy education for all Californians through a
variety of means and to collaborate with members of the
California Society of Certified Public Accountants, California
Jump$tart Coalition, and others as they provide outreach and
education. Specifically, this resolution makes the following
          legislative findings:

1)Increasing the financial literacy of all economic and ethnic
groups is documented to improve attitudes and decision making
and provides for a more secure future for the individuals who
have received education in this area.

2)Financial literacy training may be easily integrated as a
valuable component for elementary and secondary schools,
colleges and universities, libraries, community groups, and
            citizen town hall meetings.

3)Many groups are dedicated to increasing the financial literacy
of Americans; and a broad range of quality personal finance
instructional materials and curricula have been created for
this purpose, but the audience to which this information is
            vital, is not being reached.
