          BILL SUMMARY:   ACR 55 would urge the University of California  
          to provide two hours of workplace bullying, abuse, and  
          harassment training and education to all of its supervisory  
          employees by January 1, 2011, and every two years thereafter.   
          The resolution would further urge that this training be  
          incorporated into training for new supervisory employees.

          STAFF COMMENTS: This bill meets the criteria for referral to the  
          Suspense File.
          
          Currently, it is unlawful to harass any employee because of  
          their race, color, religious creed, national origin, ancestry,  
          physical or mental disability, medical condition, marital  
          status, sex, age, or sexual orientation.  Also, under federal  
          law, it is unlawful to discriminate against employees for  
          engaging in union activities.  While autonomous in many  
          respects, UC is subject to these state and federal labor laws.

          Staff notes that UC already provides training related to sexual  
          harassment to supervisors every two years which also includes  
          discussion of other types of harassment and discrimination.   
          This measure would specifically require two hours of training  
          relating to bullying, abuse and harassment to all supervisory  










          employees every two years.

          According to information provided by UC, costs for developing  
          course content and materials and for implementation of the  
          training would be $180,000, one time.  Additionally, there would  
          be ongoing costs of $50,000 every two years to for consulting  
          contracts to provide the training.
