           SUMMARY  

          This resolution commends the California Department of Health  
          Care Services (DHCS) for implementing and maintain a disease  
          management pilot program related to chronic obstructive  
          pulmonary disease (COPD). In addition this bill: 

          1)Encourages DHCS to submit interim findings and recommendations  
            regarding the pilot program to the Legislature. 

          2)Declares November 2009 as COPD Awareness Month and November  
            18, 2009 as COPD Awareness Day. 

           FISCAL EFFECT  

          Negligible state costs. 

           COMMENTS  

           1)Purpose  . This bill is sponsored by Boehringer-Ingelheim  
            Pharmaceuticals, an international company headquartered in  
            Germany. The company markets several treatments for COPD  
            including Spiriva, Atrovent, Combinvent, and Duovent. The  
            commendation in this resolution is in response to a disease  
            management pilot program administered by DHCS. The pilot  
            program addresses a number of diseases such as asthma and  
            diabetes, as well as COPD. 

           2)COPD  is the term for chronic bronchitis, emphysema and a range  
            of other respiratory disorders. It is a source of significant  
            health problems in the United States and throughout the world.  
            Many aspects of COPD are preventable and treatable.
