SUBJECT : State Route 580
SUMMARY : Designates a segment of State Route (SR) 580 as the
Sergeant Daniel Sakai Memorial Highway. Specifically, this
bill :
1)Recounts the life and career of Daniel Sakai, an Oakland
police sergeant and SWAT team member who was killed in the
line of duty.
2)Designates the portion of SR 580, between Strobridge Avenue
and East Castro Valley Boulevard, as the Sergeant Daniel Sakai
Memorial Highway.
EXISTING LAW : Assigns The Department of Transportation
(Caltrans) the responsibility to operate and maintain state
highways, including the installation and maintenance of highway
signs.
FISCAL EFFECT : Unknown
COMMENTS : Daniel Sakai was a graduate of the University of
California at Berkeley, who spent a year in Japan teaching
English before attending the Oakland Police Department Academy.
He quickly rose to the rank of sergeant of police and served the
Oakland Police Department in various roles, including as a
patrol officer, canine handler, patrol rifle and academy
firearms instructor, and special weapons and tactics (SWAT) team
member.
On March 21, 2009, Sergeant Daniel Sakai was killed, along with
another SWAT team member, Sergeant Ervin Romans, when the team
attempted to apprehend a suspect who had earlier in the day shot
and killed Oakland Police Sergeant Mark Dunakin and mortally
wounded Oakland Police Officer John Hege, during a traffic stop.
Suggested technical amendment : The author may wish to add
boilerplate language to this bill, requesting Caltrans to

install appropriate highway signs reflecting the bill's proposed
naming of the SR 580 route segment, upon receiving sufficient
donations from nonstate sources to cover the installation costs
of the signs.
