SUMMARY : Designates a segment of State Route (SR) 60 as the CHP
Officer Joseph P. Sanders Memorial Highway. Specifically, this
bill :
1)Recounts the life and career of Joseph P. Sanders, an officer with
the California Highway Patrol (CHP) who lost his life in the line
of duty.
2)Designates as the CHP Officer Joseph P. Sanders Memorial Highway
the segment of SR 60 eastbound (mile post marker 15.96) from
Hacienda Boulevard to (mile post marker 20.44) Nogales Street and
westbound from (mile post marker 20.44) Nogales Street to (mile
post marker 15.96) Hacienda Boulevard; the segment of northbound
Hacienda Boulevard to eastbound and westbound SR 60, as well as
the Hacienda Boulevard off ramp from westbound SR-60; the
eastbound and westbound onramps and offramps for Azusa Avenue and
Fullerton Road; the eastbound off ramp to Nogales Street; and
southbound Nogales Street to eastbound and westbound SR 60.
EXISTING LAW : Assigns Caltrans the responsibility of operating and
maintaining state highways. This includes the installation and
maintenance of highway signs.
FISCAL EFFECT : Unknown
COMMENTS : Joseph P. Sanders was born in Sacramento, California
attended Galt High School. Upon graduation, he joined the United
States Marine Corps where he attained the rank of sergeant.
After his service in the Marines, Mr. Sanders attended and graduated
from the CHP Academy. Officer Sanders, badge number 18781, was
assigned to the Santa Fe Springs area office where he served the
State of California as a highway patrol officer for nearly a year
Officer Sanders was killed in the line of duty on December 15, 2008,
when he was directing traffic at the site of a traffic collision on
eastbound SR 60, west of Azusa Avenue in the city of Hacienda
Heights. A subsequent collision between two vehicles caused one of
the vehicles to veer out of control, striking Officer Sanders and

causing major injuries. Officer Sanders was airlifted to USC Medical
Center in Los Angeles where he succumbed to his injuries.
This bill is somewhat unusual for a highway-naming resolution in
that it: 1) does not simply name one highway segment, but instead
designates multiple segments as well as onramps and offramps as part
of the proposed Memorial Highway, and 2) there is no mention of
signs or markers to indicate the designation nor of any funding
mechanism should signage be desired by the friends and family of Mr.
Sanders. While these features of this bill are inconsistent with
standard practice, they do not necessarily make the bill unworkable.
