To the Members of the California State Assembly:

I am returning Assembly Bill 115 without my signature.

While I support providing more opportunities for uninsured
individuals to obtain affordable health coverage, I vetoed a similar
measure last year.   The underlying program has never been
implemented and my concerns from last year remain.

For this reason, I am unable to sign this bill.
