SENATE TRANSPORTATION & HOUSING COMMITTEE BILL NO: ACR 103
SENATOR ALAN LOWENTHAL, CHAIRMAN AUTHOR: J. Perez
                                                         VERSION: 4/13/10
Analysis by: Jennifer Gress FISCAL: yes
          Hearing date: June 15, 2010

          SUBJECT:

The Los Angeles County Sheriff Deputy Juan Abel Escalante
          Memorial Highway

          DESCRIPTION:

This resolutions names a portion of State Highway Route (SR) 101
in Los Angeles as the "Los Angeles County Sheriff Deputy Juan
          Abel Escalante Memorial Highway."

          ANALYSIS:

The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
          criteria:

The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
            is located.

The person being honored must be deceased.

The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.

The author or co-author of the resolution must represent the
district in which the facility is located and the resolution
must identify the specific highway segment or structure being
            named.

The segment of highway being named must not exceed five miles
            in length.

          ACR 103 (PEREZ) Page 2

The proposed designation must reflect a community consensus
            and be without local opposition.

The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
            designation.

          This resolution :

Designates the portion of SR 101 from North Mission Road to
North Alameda Street, including the on-ramps and off-ramps of
North Vignes Street, in Los Angeles as the "Los Angeles County
Sheriff Deputy Juan Abel Escalante Memorial Highway."

Requests the California Department of Transportation
(Caltrans) to determine the cost of erecting appropriate
signs, consistent with the signing requirements for the state
highway system, and, upon receiving donations from nonstate
sources sufficient to cover that cost, to erect those signs.

          COMMENTS:

1.Purpose . The purpose of this resolution is to pay tribute to
Deputy Juan Abel Escalante, who faithfully served the Los
Angeles County Sheriff's Department and the residents of Los
Angeles County as a deputy assigned to the Custody Division.

Deputy Escalante was a United States Army Reservist awarded
the Armed Forces Reserve Medal, Army Service Ribbon, National
Defense Service Medal, Global War on Terrorism Service Medal,
            and the Army Achievement Medal.

He committed his life to his family and friends, and his
career to Los Angeles County and the safety of its residents.
He was loved by his friends and co-workers and had earned a
reputation for caring deeply for his partners and for being
            firm yet fair with inmates.

On August 2, 2008, at the age of 27, Deputy Escalante was
killed outside his home in the City of Los Angeles. The
motive is unknown, the killer at large.

He is remembered as a passionate, loving husband to his wife,

Celeste, a loving son to his parents, Anna and Cesar Powell, a
caring father to his children Alexander, Julian and Marisa,
and a thoughtful sibling to his brothers, Edgar and Cesar.

By naming a portion of SR 101 in Los Angeles in Deputy
Escalante's honor, this resolution seeks to recognize the
hazardous work and serious responsibility he accepted and the
strong commitment he demonstrated during his 2 1/2 years as a
            law enforcement officer.

2.Consistent with committee policy . This resolution is
consistent with all of the provisions of the committee's
            policy on highway designations.

3.Technical amendment . Because there is only one on-ramp and
one off-ramp on SR 101 at North Vignes Street, the author will
offer a technical amendment to make "ramps" singular.
