           SUBJECT  :    Roy Wilson Memorial Highway

           DIGEST  :    This resolution names a portion of State Highway  
          Route 74 in Riverside County as the Roy Wilson Memorial  
          Highway.

           ANALYSIS  :    Roy Wilson was elected to the Riverside County  
          Board of Supervisors in 1994 and served four terms  
          representing Palm Springs, the Salton Sea, and the  
          Coachella Valley.  He was a strong advocate for  
          conservation of the scenic lands along State Route (SR) 74,  
          including the Santa Rosa and San Jacinto Mountains National  
          Monument.  He was involved in on-going efforts involving

          communities along the highway to protect the scenic beauty  
          and improve the safety of SR 74.  Mr. Wilson was also  
          instrumental in the successful effort to prepare and  
          implement the Coachella Valley Multiple Species Habitat  
          Conservation Plan/Natural Community Conservation Plan,  
          which will result in the establishment of a comprehensive  
          and coherent Multiple Species Reserve System involving  
          lands along SR 74.  Mr. Wilson passed away on August 26,  
          2009.

          By naming a segment of SR 74 for Mr. Wilson, this  
          resolution seeks to memorialize his work related to SR 74  
          and his many contributions to the Coachella Valley.

          This resolution designates the portion of SR 74 in the City  
          of Palm Desert and Riverside County extending from the  
          entrance to the Santa Rosa and San Jacinto Mountains  
          National Monument visitor center four miles to the west as  
          the Roy Wilson Memorial Highway.  The resolution further  
          requests the Department of Transportation to erect  
          appropriate signs upon receiving donations from non-state  
          sources to cover the costs.
