          CONCURRENCE IN SENATE AMENDMENTS

           SUMMARY  :  Designates the segment of State Route (SR) 74  
          beginning at the entrance to the Santa Rosa and San Jacinto  
          Mountains National Monument visitor center and extending four  
          miles to the west as the Roy Wilson Memorial Highway.   
          Specifically,  this resolution  :  

          1)Recounts the life and career of Roy Nelson, a former county  
            supervisor in Riverside County.  

          2)Designates the segment of SR 74 beginning at the entrance to  
            the Santa Rosa and San Jacinto Mountains National Monument  
            visitor center and extending four miles to the west as the Roy  
            Wilson Memorial Highway.  

          3)Requests the Department of Transportation (Caltrans) to  
            determine the cost of appropriate signs, consistent with the  
            signing requirements for the state highway system, showing  
            this special designation and, upon receiving donations from  
            nonstate sources sufficient to cover the cost, to erect those  
            signs.  

           The Senate amendments  acknowledge the 22 years of service of Roy  
          Wilson on the governing board of the South Coast Air Quality  
          Management District.  
           
          EXISTING LAW assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  

           AS PASSED BY THE ASSEMBLY  , this bill was substantially similar  
          to the version passed by the Senate.  

           FISCAL EFFECT  :  According to the Assembly Appropriations

          Committee, this bill would have minor costs to Caltrans to make  
          and erect appropriate signs; however, those costs would be  
          covered by donations.  

           COMMENTS  :  Roy Wilson, Riverside County Supervisor for the 4th  
          District, was known to his constituents, colleagues, neighbors,  
          and friends as an exceptional leader and a selfless, dedicated  
          public servant in the Coachella Valley.  He was also a strong  
          advocate for conservation of the scenic lands along SR 74,  
          including the Santa Rosa and San Jacinto Mountains National  
          Monument.  

          Mr. Wilson was involved in ongoing efforts to protect the scenic  
          beauty and improve the safety of SR 74 as well as promote  
          involvement of the communities along SR 74 in its betterment.   
          As Riverside County Supervisor for the 4th District, he was also  
          instrumental in the successful effort to prepare and implement  
          the Coachella Valley Multiple Species Habitat Conservation
          Plan/Natural Community Conservation Plan, which will result in  
          the establishment of a comprehensive and coherent Multiple  
          Species Reserve System including lands along SR 74 in the Santa  
          Rosa and San Jacinto Mountains.
