ARGUMENTS IN SUPPORT : According to the California
Teachers Association (CTA), "Research shows that reading is
an essential life skill. CTA believes that reading
literacy helps prepare a student to become a
full-functional adult in our complex democratic society who
can communicate effectively, adapt to new situations, and
enjoy the benefits and exercise the responsibility of
          society.

"Reading literacy for our students is also crucial to a
well-balanced and broadly based core curriculum to develop
higher order thinking skills based on key concepts selected
from all academic and career technical education
          disciplines including purposeful problem-solving."
