           SUMMARY  

          This measure designates, as the "Arnold C. Garcia Memorial  
          Highway," the portion of State Route 5 between East Olympic  
          Boulevard and South Atlantic Boulevard in the City of Commerce.

           FISCAL EFFECT  

          Minor costs to Caltrans to make and erect appropriate signs;  
          these costs are covered by donations.  (State Highway Account.)

           COMMENTS  

           Purpose  .  This measure honors Mr. Garcia, a group supervisor for  
          the Los Angeles County Probation Department, who was killed on  
          April 4, 1994 while on duty at a county juvenile center.
