   Relative to Universal Preschool Week.

   ACR 154, as introduced, Fuentes. Universal Preschool Week.
   This measure would proclaim the 4th week of April each year as
Universal Preschool Week, and that each house of the Legislature
commemorate Universal Preschool Week with appropriate, meaningful
activities that will educate the people of California about the value
of preschool, and encourage their constituents to enroll their 3-
and 4-year-old children in preschool programs.
   Fiscal committee: no.



   WHEREAS, Research shows that high-quality preschool greatly
benefits a child during his or her formative years; and
   WHEREAS, A high-quality preschool helps to build a child's social
skills and self-confidence, and gives a child the foundation of
knowledge needed to succeed in kindergarten and beyond; and
   WHEREAS, Studies show that children who have attended preschool
are more likely to read by the third grade, graduate from high
school, and pursue higher education, and are less likely to be held
back, placed in special education, or become involved in crime; and
   WHEREAS, A recent study by the RAND Corporation shows that for
every dollar invested in high-quality preschool, the public saves
more than double that amount in reduced special education needs,
crime prevention, and other costs; now, therefore, be it
   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature proclaims the fourth week of
April every year as Universal Preschool Week; and be it further
   Resolved, That each house of the Legislature commemorate Universal
Preschool Week with appropriate, meaningful activities that will
educate the people of California about the value of preschool, and
encourage their constituents to enroll their 3- and 4-year-old
children in preschool programs; and be it further
   Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the author for appropriate distribution.
