           SUMMARY  :  Proclaims the fourth week of April every year as  
          Universal Preschool Week; and, commemorates Universal Preschool  
          Week with appropriate, meaningful activities that will educate  
          the people of California about the value of preschool and  
          encourage their constituents to enroll their 3- and 4-year-old  
          children in preschool programs.  Specifically,  this resolution   
          makes the following legislative findings:  

          1)Research shows a high quality preschool greatly benefits a  
            child during his or her formative years and helps to build a  
            child's social skills and self-confidence, and gives a child  
            the foundation of knowledge needed to succeed in kindergarten  
            and beyond.  

          2)A recent study by the RAND Corporation shows that for every  
            dollar invested in high-quality preschool, the public saves  
            more than double that amount in reduced special education  
            needs, crime prevention and other costs.
