SUBJECT : State Routes 60 and 15
SUMMARY : Names an overpass on State Routes (SR) 60 and 15 the
Yeager Brothers Overpass. Specifically, this bill :
1)Notes the personal histories of brothers Jacques and Gene
Yeager, who for many years led the prominent company founded
by their father: E. L. Yeager Construction.
2)Highlights Jacques' service on the Riverside County Streets
and Highways Needs Assessment Steering Committee, the
Riverside County Transportation Commission, the University of
California Board of Regents, and the California Economic
Strategy Panel.
3)Notes Gene's service on numerous charitable and philanthropic
organizations in the Riverside area and his recognition by the
Greater Riverside Chambers of Commerce as Citizen of the Year
in 2009.
4)Designates the overpass at SR 60 and 15 as the Yeager Brothers
Overpass.
5)Request the Department of Transportation (Caltrans) to
determine the cost of appropriate signs consistent with the
signing requirements for the state highway system showing this
special designation and, upon receiving donations from
nonstate sources sufficient to cover the cost, to erect those
signs.
EXISTING LAW : Assigns Caltrans the responsibility to operate
and maintain state highways. This includes the installation and
maintenance of highway signs.
FISCAL EFFECT : Unknown
COMMENTS : Brothers Jacques and Gene Yeager for many years led
the prominent company founded by their father: E. L. Yeager
Construction. Jacques also served on the Riverside County

Streets and Highways Needs Assessment Steering Committee, the
Riverside County Transportation Commission, the University of
California Board of Regents, and the California Economic
Strategy Panel. Gene's served on numerous charitable and
philanthropic organizations in the Riverside area and was
recognized by the Greater Riverside Chambers of Commerce as
Citizen of the Year in 2009.
Suggested Committee amendments : The Assembly Transportation
Committee has long had a policy to honor only deceased persons
through the naming of highway facilities. The only exception to
this rule is for former elected officials, provided that they
are no longer in office. In its present form, this bill is
inconsistent with that policy. The bill should therefore be
amended to reference only those members of the Yeager family who
are deceased and to name the overpass the Yeager Family
Overpass, rather than the Yeager Brothers Overpass. In order
for this bill to be processed in a timely manner, these
amendments should be adopted in the Appropriations Committee,
rather than the Transportation Committee.
