           SUMMARY  :  Declares November 2010 to be California Adoption  
          Month.  Specifically,  this resolution makes the following  
          legislative findings: 

          1)Loving and nurturing families are formed every day when  
            committed and dedicated individuals make an important  
            difference in the life of a child through adoption; and, the  
            need to find and support permanent homes for California's  
            children who cannot safely return to their own families should  
            be acknowledged and supported. 

          2)During fiscal year 2008-09, over 7,250 children were adopted  
            in California; and, more than 18,000 children in foster care  
            are awaiting adoption into a permanent home.

          3)There are many forms of adoption in California, including  
            agency adoptions, independent adoptions, relative adoptions,  
            stepparent adoptions, and guardianships, that assist children  
            and prospective parents in building families.

          4)Children with loving, caring, and involved parents can better  
            realize their full potential and thrive by encouragement from  
            their parents to aim high, work hard, and make the right  
            choices that will lead to a healthy and satisfying life.
