           SUMMARY  :  Establishes the Safe Body Art Act to provide minimum  
          statewide standards for the regulation of practitioners engaged  
          in the business of tattooing, body piercing, and the application  
          of permanent cosmetics in California.

           The Senate amendments  :

          1)Authorize the Department of Public Health to promulgate  
            regulations and establishes the provisions of this bill in  
            statute until such time as any regulations are adopted.

          2)Create a new section to specifically regulate mechanical stud  
            and clasp ear piercing.

          3)Clarify the definition of disinfectants to ensure that they  
            are safely and legally used.

          4)Delete, with regard to practitioner registration, the  
            requirement to provide evidence of completion of an accredited  
            first aid and CPR training course.

          5)Revise record-keeping requirements for body art facilities  
            that use disposable, single-use, presterilized instruments.

          6)Make additional technical and clarifying changes to provisions  
            relating to consent requirements for minors, bloodborne  
            pathogen training, local fee authority, and enforcement.

           AS PASSED BY THE ASSEMBLY  , this bill was substantially similar  
          to the version approved by the Senate.

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.
