To the Members of the California State Assembly:

I am returning Assembly Bill 252 without my signature.

This bill is duplicative of existing law and unnecessary.  The
Medical Board of California already has significant legal authority
to take action against physicians that violate the Medical Practice
Act.

For this reason, I am unable to sign this bill.
