To the Members of the California State Assembly:

I am returning Assembly Bill 277 without my signature.

This bill would delete the option of specifying the members of the
bay area county transportation authorities in the sales tax ordinance
and would limit the identification of the authority members to the
expenditure plan.

This bill would reverse a provision of law I enacted under SB 983
(Migden, Chapter 83, Statutes of 2005), and would interject the state
into what is a local fight over the board membership of the San
Francisco County Transportation Authority.  Representation of a local
transportation authority should be determined at the local level,
and removing the ability of voters to determine this representation
would be counter to California's democratic process.

For this reason I am unable to sign this bill.
