To the Members of the California State Assembly:

I am returning Assembly Bill 289 without my signature.

This bill would direct the expenditure of federal funds without going
through the regular budget review and development process.  This
budget process is designed to ensure both the Administration and the
Legislature can provide input regarding the way in which funds are
spent.

For this reason I am unable to sign this bill.
