SUMMARY
This omnibus committee bill makes several technical amendments
to laws governing insurers and insurance products. Specifically,
this bill:
1)Changes notifications sent to insurers in reciprocal states
from annually to once every four years.
2)Adds factors for the Insurance Commissioner (IC) of the
California Department of Insurance (CDI) to consider for
examinations of insurers.
3)Makes several corrections to delete obsolete references and
clarify current law provisions.
4)Clarifies car insurance coverage when child safety seats are
damaged, destroyed, or stolen.
FISCAL EFFECT
Minor absorbable workload to CDI to continue oversight of
insurers and insurance products.
COMMENTS
1)Rationale . This bill, sponsored by CDI, makes about a series
of changes to clarify, correct, or enhance provisions of
insurance statutes.
2)Related Legislation . AB 3054 (Committee on Insurance) in 2008

was identical to this bill. AB 3054 was vetoed. The veto
message was not specific to the bill, but was a generic
message related to the budget delay.
