SUBJECT : State Highway Route 19: relinquishment

DIGEST : This bill authorizes the California
Transportation Commission to relinquish to the City of
Lakewood a portion of State Highway Route 19 under certain
conditions.
Senate Floor Amendments of 8/16/10 delete the prior content
of the bill, which dealt with inpatient hospital services
contracts, and instead add the current language.
ANALYSIS : Existing law gives the Department of
Transportation full possession and control of all state
highways. Existing law describes the authorized routes in
the state highway system and establishes a process for
adoption of a highway on an authorized route by the
California Transportation Commission (CTC). Existing law
also authorizes the CTC to relinquish certain state highway
segments to local agencies.
This bill:

1. Authorizes the CTC to relinquish to the City of Lakewood
a portion of State Highway Route (SR) 19 that is within
the city limits or the sphere of influence of the city.
2. Provides that the portion of SR 19 relinquished may not
be considered for re-adoption in the state highway
system.
3. Requires the City of Lakewood ensure the continuity of
traffic flow, including any traffic signal progression,
and maintain signs directing motorists to the
continuation of SR 19.
