SUMMARY : Requires the Financial Information System for
California (FISCal) to list State General Fund (GF) and federal
fund expenditures in the amount of $5,000 or greater on a public
Web site.
The Senate amendments change the minimum dollar amount of
specified expenditures that FISCal is required to post on a
public Web site from $10,000 to $5,000.
EXISTING LAW requires state agencies to comply with transparency
laws, including open meeting acts and public information
requests.
AS PASSED BY THE ASSEMBLY , this bill required FISCal to list GF
and federal fund expenditures in the amount of $10,000 or
greater on a public Web site.
FISCAL EFFECT : According to the Assembly Appropriations
Committee, the Department of Finance intends to include a public
portal in the FISCal system. Therefore, there are no
significant costs associated with this legislation.
COMMENTS : This bill only amends the minimum dollar amount of
expenditures that FISCal must report on a public Web site. The
author's office states that Executive Order (EO) S-08-09 issued
in June 2009, requires the Department of General Services and
the Office of the Chief Information Officer to ensure that all
awarded contracts valued at $5,000 or more, dating to March
2009, shall be placed on the Reporting Government Transparency
Web site. This bill, as amended in the Senate, would be
consistent with EO S-08-09.
