           SUMMARY  

          This bill requires that, in implementing the Global Warming  
          Solutions Act, Chapter 488, 2006 (AB 32, N??ez), the Air  
          Resources Board (ARB) consult with the Integrated Waste  
          Management Board (IWMB) in the development of regulations to  
          reduce greenhouse gases (GHGs) from solid waste reduction and  
          recycling.

           FISCAL EFFECT  

             1)   Moderate costs, ranging from $300,000 to $600,000 for  
               ARB to develop the regulations required by this bill. (Air  
               Pollution Control Fund.)

             2)   Minor, absorbable costs to the Waste Board to consult  
               with ARB in the development of those regulations.  
               (Integrated Waste Management Fund.)

           COMMENTS  

          The author believes that, in developing its plan to implement AB  
          32-the "scoping plan," which ARB adopted last December-ARB  
          failed to account for the California emission of GHGs from  
          products disposed of in California but produced out of state.  
          The author believes this bill address this oversight by ensuring  
          that ARB, as it continues to develop and implement the actions  
          proposed in the scoping plan, will benefit from IWMB's expertise  
          in solid waste disposal and recycling.
