SUMMARY
This bill permits thoroughbred racing results to be included in
proposition pari-mutuel pool wagers.
FISCAL EFFECT
Potential increase in revenue available to fund the California
Horse Racing Board and the Kenneth L. Maddy Equine Analytical
Laboratory at the University of California, Davis due to
increased wagering opportunities.
COMMENTS
1)Purpose . Currently, quarter horse and harness racing
associations can offer proposition pari-mutuel pool wagering
while operating a live race meet in California. However,
thoroughbred racing associations are prohibited from offering
this type of wager. AB 605 will allow all segments of the
industry to take advantage of this type of wager. According to
the author, this bill will create the potential for new
revenue for California's horse racing industry as well as new
fans for the sport.
2)Proposition Pari-mutuel Pool Wagers . Propositional wagering is
any wager that is not either conventional wagering (win,
place, show) or exotic wagering (such as quinellas and
exactas). An example of propositional wagering is the Kentucky
Derby Future Wager, where bettors wager in advance on the
winning horse from a list of possible Kentucky Derby entrants.
