Original Committee Reference: HEALTH
SUMMARY : Requires the Office of Statewide Health Planning and
Development (OSHPD), in collaboration with the California
Workforce Investment Board, to establish a task force to assist
OSHPD in developing a health care workforce master plan for the
state.
The Senate amendments add to the required composition of the
task force a member who represents a private or independent
postsecondary institution and is appointed by the Governor, and
prohibit the use of state funds for the task force.
AS PASSED BY THE ASSEMBLY , this bill was substantially similar
to the version passed by the Senate.
FISCAL EFFECT : According to the Senate Appropriations
Committee, this bill would cost $100,000 in fiscal year (FY)
2009-10, $200,000 per year in FYs 2010-2013, and $100,000 in FY
2013-14 from the California Health Data and Planning Fund, which
is a fee-supported special fund.
GOVERNOR'S VETO MESSAGE :
"While I support the intent of the author and recognize the

importance in developing California's health professions
workforce, this bill is unnecessary and duplicative of efforts
already underway."
