To the Members of the California State Assembly:

I am returning Assembly Bill 659 without my signature.

While I appreciate the author's intent, I would argue that the
Legislature needs to consider much larger reforms to the state's tax
system.  California's tax system is extremely complicated and needs
significant changes, as outlined in the final report recently
released by the Commission on the 21st Economy.  This issue, along
with many other important changes, should be considered as part of an
overall tax reform measure.

For this reason, I am unable to sign this bill.
