SUMMARY : Designates March 30 of each year as "Welcome Home Vietnam
Veterans Day" and calls for the day to be observed by public
schools as a day of special significance. Requires the Governor to
annually proclaim March 30 as "Welcome Home Vietnam Veterans Day."
The Senate amendments delete the Assembly approved version of this
bill, and instead:
1)Require the Governor to annually proclaim March 30 as "Welcome
Home Vietnam Veterans Day."
2)Designate March 30 "Welcome Home Vietnam Veterans Day" as a day
of special significance.
3)Encourage schools to conduct exercises on March 30 every year
thereafter which recognizes the contributions of those involved
in the Vietnam War.
4)Add legislative findings and declarations relating to the Vietnam
War.
5)Make technical and non-substantive changes.
6)Add co-authors.
EXISTING LAW :
1)Requires the Governor to proclaim various days as holidays and
days of remembrance.
2)Designates certain days in each year as having special
significance for purposes of encouraging schools to observe those
days and conduct suitable commemorative exercises.

AS PASSED BY THE ASSEMBLY , this bill encouraged instruction in
social science for grades 7 to 12, inclusive, to include
instruction on World War II and the role of Filipinos in the war.
FISCAL EFFECT : Although this bill is keyed non-fiscal, Assembly
Appropriations Committee cites no significant costs are associated
with this bill.
COMMENTS : This bill is nearly identical to AB 264 (Cook), which
was vetoed by the Governor on September 8, 2009. This bill, as
amended in the Senate, incorporates additional actions that are
consistent with the author's intent for establishing an annual day
of acknowledgement, observation, and remembrance for Vietnam
Veterans on March 30.
