To the Members of the California State Assembly:

I am returning Assembly Bill 745 without my signature.

This bill is unnecessary.  The federal Department of Labor has
already adopted requirements governing self-funded benefit plans and
their disclosure statements.  Appropriate complaint and contact
information is already included in order for patients and providers
to seek redress.
For this reason, I am unable to sign this bill.
