SUMMARY : Makes several licensing-related changes in the
Insurance Code including requiring the filing of license
applications by means of electronic service and changes needed
to increase the conformity of the California's insurance laws
with the producer Licensing Model Act of the National
Association of Insurance Commissioners (NAIC).
The Senate amendments allow an exemption from filing
electronically when good cause is shown.
AS PASSED BY THE ASSEMBLY , this bill required individuals and
organizations applying for licenses or certificates of
registration issued by the Producer Licensing Bureau of the
California Department of Insurance (CDI) to conduct their
licensing business by means of electronic service and allowed
CDI to electronically send license renewal notices to its
licensees.
FISCAL EFFECT : Minor absorbable costs to California Department
of Insurance to continue oversight of the licensing operations
with the CDI's jurisdiction. The Senate Appropriations
Committee referred this bill directly to the floor pursuant to
Senate Rule 28.8.
COMMENTS : This is an omnibus bill sponsored by the CDI.
