To the Members of the California State Assembly:

I am returning Assembly Bill 814 without my signature.

While I support the author's intent, requiring county elections
officials to notify voters that they should receive a sample ballot
would increase costs to local governments and likely result in a
reimbursable state mandate.  I encourage outreach efforts at the
local level to inform voters that the voter information guide is
available to view online at the Secretary of State's website, and
when applicable, at the county elections officials' website.
However, during this time of fiscal crisis, I cannot mandate these
costs to local governments.

For this reason, I am unable to sign this bill.
