To the Members of the California State Assembly:

I am returning Assembly Bill 852 without my signature.

While I appreciate the intent to encourage electronic filing, I
believe this bill imposes an additional burden on businesses during a
time of extreme economic hardship.  Additionally, the threshold of
$100,000 is not sufficiently high to target those businesses which
have the greatest capacity to easily comply with such a mandate.

For this reason, I am unable to sign this bill.
