To the Members of the California State Assembly:

I am returning Assembly Bill 898 without my signature.

While there are some laudable aspects of this bill, the provision
allowing private right of action for violating very prescriptive
criteria for the solicitation of services will no doubt lead to
spurious law suits.  Existing law already allows prosecutors to
pursue persons and businesses who engage in false and misleading
business practices.

For these reasons, I am unable to sign this bill.
