CONCURRENCE IN SENATE AMENDMENTS

SUMMARY : Requires the California Board of Accountancy (CBA) to
publish on its Web site documents related to disciplinary
accusations, a live audio or video broadcast of public meetings,
and the meeting minutes, as specified.
The Senate amendments require:
1)The link to where a person requests a copy of the formal
accusation to be clearly and conspicuously located on the same
Internet Web site page on which the notice is posted, and
requires the link to authorize a person to request and receive
the information by regular mail or electronic mail.
2)CBA to develop a statement that informs any person requesting
a copy of a formal accusation and any person receiving a copy
of a formal accusation that any allegations contained in the
accusation are not a final determination of wrongdoing and are
subject to adjudication and final review by CBA. Requires
this statement to be provided to a person requesting and
receiving a copy of a formal accusation in a manner to be
determined by CBA.
3)Make technical and clarifying changes.
EXISTING LAW provides for the licensing and regulation of
accountants and accounting firms by CBA, and prohibits a person
from engaging in the practice of public accountancy in this
state unless he or she holds either a license issued by CBA.
AS PASSED BY THE ASSEMBLY , this bill was substantially similar
to the version passed by the Senate.
FISCAL EFFECT : According to the Assembly Appropriations

Committee, unknown, moderate costs, likely less than $75,000 in
special funds, to implement the live webcasting of CBA board
meetings.
