SUMMARY
This bill requires that existing telephone hotlines, used for
reporting adverse health affects associated with aerial
pesticide spraying, be toll free, staffed by public health
personnel knowledgeable about the pesticide being sprayed, and
that all health complaints be entered into a database.
FISCAL EFFECT
Currently, the California Department of Food and Agriculture
(CDFA) has a $650,000 contract with Office of Environmental
Health Hazard Assessment (OEHHA) to carryout the activities,
including a toll-free health hotline, as described in the bill.
OEHHA's contract for the toll-free health hotline is $200,000.
Therefore, there are no new costs associated with this
legislation.
COMMENTS
Rationale . The author believes that more clarity is needed in
current law (AB 2763, Laird; Statutes of 2008), regarding the
hotline when pest eradication efforts are undertaken. AB 1069
does this by further specifying the requirements of the hotline
operators and their duties. Specifically, this bill codifies
CDFA's current practice of staffing the toll free hotline with
public health personnel and requiring the hotline staff to enter
health complaints into an existing database.
