SUMMARY
This bill requires license plates to be mounted parallel to the
ground so that the characters are upright.
FISCAL EFFECT
1)Negligible costs to DMV.
2)Local law enforcement costs not reimbursable.
COMMENTS
Rationale . This measure is in response to concerns raised by the
California Highway Patrol (CHP) about an increasing number of
motorcyclists mounting their license plates sideways, making it
difficult for officers to recognize the characters on the
plates. It was originally one of the provisions contained in the
omnibus transportation bill (AB 3064, Committee on
Transportation) that passed both houses with no "no" votes in
2008, but was vetoed by the governor, who cited the budget delay
and the lack of time to evaluate the measure.
