           DIGEST  :    This bill revises current reporting requirements  
          of the University of California (UC), the California State  
          University (CSU), and the California Community Colleges  
          (CCC).

           Senate Floor Amendments  of 9/4/09 delete various provisions  
          to address concerns expressed by Department of Finance  
          and/or UC, CSU, or CCC, and repeal outdated provisions of  
          the Food and Agricultural Code relating to the Sustainable  
          Agriculture Research and Education Act and biological  
          integrated farming systems thereby eliminating outdated and

          unnecessary reporting requirements for the UC. 

           ANALYSIS  :    Existing law establishes the UC, CSU, and the  
          CCC as the three public postsecondary education segments  
          and requires the segments to report to the Legislature on  
          various issues.

          This bill:

          1.Eliminates 19 existing reporting requirements.

          2.Moves 39 non-codified reporting requirements (primarily  
            required by the Supplemental Report of past Budget Acts)  
            into statute.

          3.Stipulates that the 10 other non-codified reporting  
            requirements are no longer in effect.

          4.Modifies 14 reporting requirements.

          5.Authorizes the electronic submission reports, unless  
            otherwise specified.

           Purpose  .  UC, CSU, and CCC are collectively required to  
          provide an average of 115 annual reports to the  
          Legislature.  Some have become obsolete or duplicative,  
          while others do not provide clear direction to the segments  
          as to the content or legislative recipients of the report.   
          In addition, supplemental report language associated with  
          past Budget Acts requires many of these reports, but the  
          applicability of such language from previous years is  
          unclear.

          This bill is intended to restructure and reorganize  
          existing reporting requirements to provide greater clarity  
          and prioritization for the segments and more effective,  
          manageable, and transparent reporting to the Legislature.   
          It is the result of a working group established last year  
          between the segments, legislative staff, the Department of  
          Finance and the California Postsecondary Education  
          Commission.

           This bill is substantially similar to AB 1821 (Brownley) of  
          the 2007-08 Session, which was vetoed.  The Governor  
          expressed concerns that the bill would result in  
          significant state-reimbursable mandated costs on CCC by  
          placing reporting requirements from supplemental reports  
          into statute.  The most recent amendments to AB 1182 seek  
          to address the administration's concerns.
