To the Members of the California State Assembly:

I am returning Assembly Bill 1223 without my signature.

This bill would authorize the Commission on Teacher Credentialing
(CTC) to convene a workgroup to develop program standards for the
purpose of establishing some "recognition of study" for linked
learning competence for credentialed teachers.  Nothing under current
law prohibits the CTC from convening any workgroup without statutory
authority.  Therefore, this bill is unnecessary.

For this reason, I am unable to sign this bill.
