COMMENTS : According to the sponsor, the LAUSD Personnel
Commission (LAUSDPC), "The LUASDPC oversees a classification
system of approximately 1,150 separate classifications.
Selective certification helps to simplify the classification
plan for the District without adversely affecting the merit
system. It allows the Commission to spend less time developing
eligibility lists and focus on hiring people to fill needed
jobs. This is important because new classifications can
initially take over 250 hours of staff time from creation to
development of the first eligibility lists and maintenance of
these lists consumes an enormous amount of staff time. AB 1293,
by adding additional classification would continue the effort to
bring flexibility in hiring while protecting existing employees'
seniority and bumping rights."
