BILL SUMMARY: AB 1310 would require specified healing arts
boards, bureaus and committees to collect specified information
from their licensees and would require those entities and the
Department of Consumer Affairs to, as much as practicable, work
with the Office of Statewide Health Planning and Development to
transfer that data to the Health Care Workforce Clearinghouse.
This bill would further require the office to select a database
and to also add the collected data to the database. The
clearinghouse would be required to report to the Legislature on
an annual basis.

The Medical Board of California.
The Bureau of Naturopathic Medicine.
The California Board of Occupational Therapy.
The State Board of Optometry.
The Osteopathic Medical Board of California.
The California State Board of Pharmacy.
The Physical Therapy Board of California.
The Physician Assistant Committee, Medical Board of California.
The California Board of Podiatric Medicine.
The Board of Psychology.
The Board of Registered Nursing.
The Respiratory Care Board of California.
The Speech-Language Pathology and Audiology Board.
The Board of Vocational Nursing and Psychiatric Technicians of
the State of California.
The Board of Behavioral Sciences.
Preliminary information indicates the Medical Board of
California, the Osteopathic Medical Board of California, the
Physical Therapy Board of California, the California Board of
Podiatric Medicine, the Respiratory Care Board of California,
and the Speech

Language Pathology and Audiology Board currently data in a
manner that will not result in new costs or they have sufficient
staff to minimize the fiscal impact. For example, the Medical
Board of California has a budget of $53 million and 260 staff
versus the Acupuncture Board with a budget of $2.5 million and
eight staff.
The above noted entities would be required to collect the
following:
- Educational background and training.
- Birth date and place of birth.
- Sex.
- Race and ethnicity.
- Location of high school.
- Number of hours per week spent at primary practice location,
if applicable.
- Description of primary practice setting, if applicable.
- Primary practice information, including, but not limited to,
primary specialty practice, practice location ZIP Code, and
county.
- Information regarding any additional practices.
An initial estimate of costs includes up to $214,000 one time
for information technology costs, $223,000 for postage, and
$775,000 for printing. Some boards and bureaus may be able to
utilize in-house printing and reprographics while others will
execute purchase orders. Finally, mailing options vary from the
US Postal Service, UPS, FedEx, Golden State and other private
carriers depending on the needs and size of the
applicant/licensee populations.
The information shall be used for the purposes of measuring and
evaluating the state's health care workforce development needs.
Personally identifiable information collected shall be
confidential and not subject to public inspection.
The Office of Statewide Health Planning and Development
indicated this bill would not have a fiscal impact on its
operations.
