To the Members of the California State Assembly:

I am returning Assembly Bill 1336 without my signature.

This bill could present a significant risk of violating an individual'
s privacy unrelated to the enforcement of law.  It may also lead to
the unwarranted proliferation of camera enforcement in many other
arenas.

For these reasons I am unable to sign this bill.
