          SUMMARY  :
          
          Would appropriately cross-references an alternative method of  
          calculating survivor's allowances in the County Employees'  
          Retirement Law of 1937 ('37 Act).


           BACKGROUND AND ANALYSIS  :

          1)   Existing '37 Act law  :

            a)  authorizes a county operating a '37 Act retirement  
            system to provide optional survivor allowances to members  
            who receive retirement benefits from both the 37 Act  
            retirement system and federal social security on a  
            nonintegrated basis, and

            b)  provides that the survivor allowance is to be  
            calculated according to one of two alternative methods  
            authorized by two separate sections of law.

          2)   This bill  would appropriately cross-references an  
          alternative method of calculating survivor's allowances in  
          the '37 Act.

          1)   Arguments in support  

          According to the author:

            "There are two options for payment of survivor benefits  
            when an employee had both a retirement benefit and Social  
            Security.  However, both statutory options are not  
            referenced throughout the code.  This bill includes the  
            references to the second option where references to the  
            first option appear."
