To the Members of the California State Assembly:

I am returning Assembly Bill 1357 without my signature.

In the current economic times, I cannot support increasing the
interest rate that pawnbrokers are permitted to charge for loans,
given that its impact will be on a population that is currently least
able to afford the increase.

For this reason, I am unable to sign this bill.
