To the Members of the California State Assembly:

I am returning Assembly Bill 1379 without my signature.

This bill could more than double the base fine penalty for a
violation of Section 21114 of the California Vehicle Code.  Although
it is important to prevent loads from spilling on our roadways, there
is not enough statistical evidence to show that this fine is
warranted.

For this reason I am unable to sign this bill.
